Dmytro Kuleba

Ambassador-at-Large for Strategic Communications Ministry of Foreign Affairs of Ukraine

Dmytro Kuleba was born in 1981 in Sumy, Ukraine.

Dmytro’s diplomatic career at the Foreign Ministry started in 2003 after his graduation from the Institute of International Relations, Taras Shevchenko National University (Kyiv, Ukraine).

His professional experience includes working with the Mission of Ukraine to the OSCE in 2005-2009, Office of Ukraine’s Foreign Minister in 2010-2012 and as advisor to Vice-Prime-Minister of Ukraine in 2013.

After quitting civil service, from October 2013 to June 2014, Dmytro had served as Chair of the Board of the UART Foundation for Cultural Diplomacy, focusing on international art projects as part of public diplomacy.

In June 2014, Dmytro returned to the Ministry of Foreign Affairs of Ukraine. He leads the development of strategic communications and public diplomacy at Ukraine’s Foreign Ministry. His main priorities are: introducing best communication practices into MFA operations, upgrading MFA approach to cultural diplomacy, and streamlining national brand creation and management.
